have a concrete block wall I need to make water resistant, am wanting to coat it with Thoro-seal (portland cement based product).
would like to apply brick veneer with mortar, over the Thoroseal.
does anyone know, if mortar will stick to the Thoroseal ??
(note, am in So Calif, no freezing weather).

Heck, I don't know. I have used Thorough Seal quite a bit, though. My worry is not whether mortar and diamond lathe would stick to it, but whether Thorough Seal would stick to the CMU, with all that extra weight on it and some moisture. In a real wet situation, I have seen Thorough Seal "de-laminate" or whatever you call it from the CMU. It is not the be all and end all for wet drainage problems. It will seal against slight and minor moisture, but if you have a 2x4 gutter dumping out water next to the CMU, no amount of Thorough Seal will seal your wall. You need to get some ABS and drain that water away from the building.
That having been said, I would take a 9" block, slap some Thorough Seal on it, and trowel on some mortar and a piece of diamond lathe and see if it sticks. Sounds like a $5 problem to me.
