About 20 years ago popcorn texture was put on a nearly 50 year old tile ceiling. The underlying paint is releasing from the tiles. I’ve removed as much texture and paint as possible, but the result is a rough surface where the paint remains and where I gouged some tiles. Recovering with texture is the most economical option. I’ve seen rollon texture at Lowes. Does it apply well, and will it cover a rough surface?

Depends on how well the ceiling tile is installed. Might depend on the method yours was installed too over the conditions you currently have but cant see. Ive done several things to ceiling tile but they arent normally secured very well. Rolling wouldnt be my choice but you might get by with it. Hopper gun or airless is safer and quicker and better looking. <G>
Might take a serious look at drywall too bout right now before you get any thing invested.

Thanks. I thought about covering with drywall, but I'll have to remove and reinstall the crown molding. Of all the rooms that need the ceiling repaired, only one needs to be repainted. Since I don't have the correct paint to repaint the crown molding, repainting the rooms isn't an option I want to use. I'm trying to get this house ready to sell, so cost and time are a big factor.

If you do use roll on, practice on some scrap first and DO NOT roll ceil in ONE direction. Looks better if you put it on like a kid learning to paint. Random directions, back and forth, scrubbing etc.......makes for a mess of falling stuff though. Good luck.
Also, if you decide to sht rk, how about just adding a small trim piece over the edge of the sht rock to "tie in" w/ the exist crown, You will have to caulk and repaint the crown though.
