Had to get my rental property inspected for the city. Interconnected smoke alarms, cages for lights in basement. Junction box cover plate, remove junk from side yard and get renter to deal with unregistered vehicle in driveway. Done. Except as he was leaving he cited me for the 4′ high brick retaining wall that has leaned the same for the ten yrs. we’ve had the house and the ten yrs. previous the former owner had it. We appealed that part. He said it was a county code matter, not the city and he kicked it up to them. Within days(amazing!), renter calls to tell me there’s a red sticker on the garage that says the premises have been determined to be unsafe and it is illegal to enter except for repairs. Dozens of similar walls within blocks. Gotta fight this. Called number at bottom of sticker; no answer.

Well if it was just the$1000 fine I'd agree. But in addition to the 20+' X 4' wall they added its sister on the other side. Haven't calculated the cost of removing two walls and having them re-built so the same doesn't happen, plus the cost of moving and housing my tenant in the meantime. Sure it would be a bit more.

maybe knock the top foot of brick off and rough grade the slope so the wall is the max. permissible 3'.
sure, more dirt'll slide down, and it'll look ugly as sin, but you can give them the stink eye and say "much better now, huh".
