Installing a door between a garage and living area. The living area is polished concrete and continouse with the slab that makes up the garage floor. Door needs to be 1 3/8 and 20 min fire rated and air sealed self closing i believe. I would like to avoid a threshold. Any Ideas for prehung door with no threshold and still sufficient air sealing.

A bottom sweep would be cumbersome, fouled up and probably aggravate the daylights out of you.
But-a dropdown sweep-activated when the door closes might pass inspection. Ask your bldg inspector.

I am surprised they don't want the garage floor 4" (or more) below the living quarters floor.
Retractable door bottom.
I've used retractable door bottoms on numerous occasions.
You might want to check on the self-closing aspect of the door before you install one of those irritating things. I too thought they were necessary but in a conversation with my local plan reviewer he said self closing was not mandated. Could have fooled me, but now there is none on my house.
