Yes you can, but, the placement & swing will affect how "safe" it feels.
With the door swinging out, you want about twice the width of the door for a landing. That keeps you from having to "back down" the stairs to open the door. With the door swinging in, you probably want a landing the width of the door deep at the head of the stairs. It's a comfort thing, so you're not "perched" on the stairs opening the door, neither are you a step or two down, reaching up to the door.
Unless your AHJ has a more restrictive building code--which is possible.
