I know about the energy efficieny of double-paned windows, but how well do they reduce outside noise compared to traditional single-paned windows?

I think you would notice quite a difference. With some tweaking of a few variables - air space, glass types, glass thickness - you can increase the sound deadening performance a lot. For example, laminated glass is very good at reducing sound transmission, and using glass of different thicknesses in a sealed unit also works well because the glass resonates at different frequencies.
I used to have all the specs on this stuff, but not any more. I know that if you poke around on the web you'll find more info than you'll know what to do with. Good luck.
