OK< On a down draft vent on a 20 year old jenn aire electric stove top. Fan seems to be working properly. Should the vent suck in the vapor from boiling water ?? Or How do you test the efficiency of the vent ?? Personally, I don’t think that type of vent would be strong enough to suck down the vapor from boiling water… But since grease fumes are heavier, would probably get them….. Any one know ??

Those mothers move a lot of air in order to get heat-driven grease, cooking fumes, etc. to disobey mother nature and head downward. Yeah, of course steam is going with the rest of the air near the range. Along with a significant portion of the cooking heat.
I admit my own bias from having lived with a downdraft. I'll never do it again and will never recommend one to a client. They're nifty gadgets in theory, but they wreak havoc on the cooking process.
