I’m in the process of installing a set of drawers and I bought some slides from Lee Valley. The following is taken from the website…
“Side clearance is 1/2″ plus 1/32″ minus 0 each side (the slides also have breathing tabs). Slide height is just shy of 1-1/2″. Compatible with 32mm system construction.”
If my opening is 22 3/4″ wide, should I make the drawer 21 3/4″ minus a 1/16″ or plus a 1/16″?
Also, what are “breathing tabs”?

21 3/4 exact or minus a 1/32".
If you make it minus a 1/32 then you have +/- 1/32 tolerance in making it and it will still be within spec.
If you make it 1/16 minus and you end up a hair smaller then it is too small and will have to be shimed out.
If you make a little too bit you can sand it or run it through a table saw to take of a hair.
Don't have any idea of the break off tabs are. Guessing that there are several options of use/mount, but without seeing a picture I cann't guess what they are.
with an openning that is 22-3/4" wide, the draw should be no larger than 21-3/4" after paint and swelling.
You can always shim the slide when setting it,, and if the openning facce is noit perfectly square to the slide tracks, you want extra play to shim to, but you will groam if the box is too biug for the hole and slides.

The "breathing tabs" allow some width adjustment. They act like shims to hold the slides further away from the sides. That means that if your drawer box is a bit smaller than 21 3/4" you'll be able to adjust the slides to fit. So, as someone else said, 21 3/4" MAX on the drawer
They must be ACCRURIDE full extensions. 1/2" each side. no less. Maby 1/64 more if you put the screw at the end of the flexable tab on the part that mounts to the carcas.
