I’m adding an egress window to a room with no window. To locate the exact location on the exterior I am trying to drill from the interior. I get 5″ into my poured concrete wall (6 or maybe 8″ thick) with a 5/16″ bit and seem to hit a dead end where progress stops. I’ve spent over an hour on multiple holes (of varying depth) but I can’t get all the way through. Before I burn out my hammer-drill are there any suggestions to help me finish this expensive hole?

Maybe you are lucky and have hit rebar every time or you have extra hard agregate in the concrete, but most likely you need a real rotohammer...some hammer drills just don't cut it.
Did you drill any two holes 1" apart and aligned 45* from vertical? If you're hitting rebar, one will miss.

Hammer drills work so much slower than rotary drills that it's possible you can't get past acertain point because the drag oon the drill bit prevents it from doing what it's supposed to..
I can take my rotary drill and drill right through walls 22 inches thick in a few brief minutes.. doesn't seem to matter if I hit rebar..
I do sharpen my drill bits before every deep hole though. I have a Drill Docter and that has really saved me a lot of time. a 30 second tune up and a 22 inch hole is maybe two or three minutes..
