I am going to frame out my basement. the height of the ceiling is 7′-7″. When I hand the drywall on the wall should it be vetical or horizontal?

I would hang it horizontal.
why?
Main reason would be so i could more easily finish the waist high seam all the way around the room rather than a n 8 foot verticle seam every four feet. There are other reasons that have been discussed here before, sometimes the search works if you want to try it.

Horizontal mostly because the stuff is a little stiffer in that direction. It's always nice to avoid as many seams as possible.
But if what you want to know is "is it vital to do it one way vs. the other" the answer (most of the time) is no. It can be done either way.
