Gotta credit my wife for this:
When prepping torn drywall for skimcoating (eg, where tile has been removed) use a coarse dish “scrubby” (or coarse steel wool) to lightly scour the surface. This removes a lot of the loose paper “tags” without ripping off additional paper.

Forget the primal scream, just ROAR!!!
After that if you spray Kilz on the raw paper it seals it off from the moisture in the mud and helps keep blistering down.

Same concept, something to seal the raw paper against the moisture in the mud. I have used rattle can lacquer, poly etc if that is all I had around at the moment.
They can't get your Goat if you don't tell them where it is hidden.
spray adhesive here.....nice and tacky...also works good with plaster repairs where the scratch coat is exposed
