Yes, you can wire in outlet boxes and attach (or buy already attached) cord-and-plug connectors. Its actually very common.

I'm curious about why you'd want to use plugs. Is this a temporary setup? The usual method is to run the romex right into the fixture, which saves lots of time and materials.
