Hi Chad:
I have no experience with these, but a local plumbing supply house can order them. They can also order a heating wire that you install in the thinset like radiant plumbing and hook to a thermostat for control.
For what it's worth, the supply house is Lewis Supply in Richmond, VA 804-232-7801.

*I recently installed the electric radiant mat you're looking for in our bathroom remodel to supplement forced air heat. I got it from Heatway in Springfield, MO, 800 255-1996, http://www.heatway.com. The only installation problem was that it will raise the tile over it about 1/8", so the thinset under the tile that doesn't fall on the mat has to be a little thicker. I installed it on a slab and had to chip a couple channels to accommodate the connector and thermocouple. Overall, installation was relatively easy, and the performance is very good. I leave the thermostat set at around 80 degrees, and it keeps the bathroom floor very comfortable. It runs at 300 watts.
