Hi,
I have 2 apts, 1 up, one down. They are at present sharing a gas water heater. I want to separate them keeping the upper unit on the gas, that also as gas cooking, and the lower unit switch to elec. This unit is very small with all plumbing fixtures within 5ft of each other so it won’t be too difficult to run the plumbing. Can I put the tank outside? The gas one is ouside in an enclosure.

I doubt that most electric water heaters are rated for weather exposure, so some sort of shelter would be required. Otherwise it's just a question of local codes.
If it were my own place I'd also consider the energy cost of heat lost to ambient air, but seeing that this is a rental....

Provide some kind of enclosure ... otherwise your rentals look tacky and attract the wrong kind of clients ... that don't really care ... unless you don't either.
I think outdoor water heaters are only allowed in rural Alabama. And the the color has to match the old couch on the front porch.

what about the washer & dryer and broken TV?
They amended that law. If you have a stove, washer or dryer on the porch the water heater can match the appliances instead of the couch.

Are you kiddin? Right next to the couch. Gotta have something to set the remote on when running to the outhouse.

I know they make on-demand water heaters for outdoor installation. You may want to look at these.
