I'm supposing you are referring to an underground pedestal or transformer installation. Most people plant bushes or install a short fence of some sort. This is fine as long as you stay at least 4' from all sides of the enclosure. Many people do not realize that someone from the power company will sooner or later have to get inside that box and perform maintenance of some sort. It's best just left alone and learn to live with it as is. Just remember that if you do any digging to plant bushes or whatever that the underground wires feeding your's and your neighbors house are coming out of that box and are very susceptible to shovels. Also roots from trees, bushes and the like are very damaging to these wires. All it takes is a pinhole in the insulation and the wire will go bad. Plus if you plant anything too close the guy from the power company will not hesitate to take a chainsaw to your lovely bushes or trees or take a hammer and prybar to the fence. If you build a short decorative fence of sorts then build a gate into it also for easy access.
