Here’s a dandy for you. I’m fighting an industrial neighbor who was building a 2 story building – the Planning Board issued a memo allowing him to ‘enclose the roof’. I cannot find the term ‘enclosed roof’ in any building code – does it exist? If yes, what’s the definition? The ‘enclosed roof’ I’m looking at has four walls, windows, and studs for partition walls.

Nothing exposed, fully enclosed - I was given grief when I called it an 'added story'. Now I'm trying to stop all of this shenanigans by playing politics - might even put my name on the ballot next election.

Probably a bad choice of wording on your planning board's part.
There is a house up the road from me that is partially complete. Two years ago the project ran into a buzz saw of complaints, due to violations of covenants, permits, and more. A stop-work order was done, and the stop order was later clarified to permit the owner to "complete the roof structure and sheathing, cover the roof with weatherproof materials, and cover the window and door openings with weatherproof materials, all so as to protect building materials from weather degradation." No further work was permitted save this weather protection stuff. The whole matter remains in the courts.

Thank You for your input. Yes, my goal was a stop work order. By the time that gets through the city the building will be complete.
