I am trying to put together some ROUGH estimates for the development phase of a project. Can anyone direct me to some good web sites with some baseline figures for sq. ft. or volume pricing?

That's a good way to go bankrupt before you've even put a shovel in the ground. Especially in today's volatile market, I wouldn't trust anything you find printed in a book or posted on the internet- you need to talk to some folks locally who do the type of work you're looking to do.

I'm not suggesting that you throw caution to the winds and budget be damned, but that you should be a bit realistic about numbers..
The very best averages cannot predict anything well. Difficulties with the site or timing or people you select for the project will throw everything off. Plus there is the inevitable creep. We're spending this much money what's an added $12.00 soon becomes an added thousand or more!
If you want really rough numbers try throwing $100 a sq.ft. at it or if you want nice $150 a sq.ft.
but those numbers can easily be way outta range.
