I’m restoring an old 1920s garage and don’t want to remove old ship lap siding. Paint is in really bad shape, especially under eaves. I’ve done a lot of scraping but virtually impossible to get it all. Undoubtedly lead paint so don’t want to sand. Also lots of irregular surfaces/grooves to get into.
I’m considering trying a primer/paint combination, Lead-Lock, manufactured by Global Encasement which is supposed to penetrate/adhere existing paint. Sounds like the ticket but somewhat expensive, $1.50 to $2.00 approx/SF of coverage, primer and paint.
Does this sound like overkill? Are there other more available products that would do the same thing?

Same problem. We hired a professional lead remediation company to deal with it and their approach is to barely scrape the loose stuff and spray this brand of primer on and leave in a hurry. We're trying to find out what they did wrong as it peels off of the old chalky stuff under the peeling old paint where it was poorly adhered and not thoroughly removed.
