My wife and I bought a house that is ~20 years old, and I’ve been noticing what looks like moisture on one spot of the foundation that appears in the winter time. I recall last winter seeing what looked like white chalk in this exact same spot, there’s also some moisture around the window if you can see in the picture.
Does anyone have any idea what could cause this?

You have Exterior foundation waterproofing and that involves digging down to the foundation footer to install or replace drainage pipes, commonly known as a French drain system. Sometimes a waterproof membrane is applied to the outside of the foundation wall to prevent water infiltration.
Vinyl siding, side of window close to and above area?
There is a bit of moisture (at least I think that’s why the concrete is darker) below the basement window, on the right side of this picture
Show a picture of the whole side of the house above the larger dark area below the siding. “Think” going up from the moisture.
