I am about to start a job building some exterior columns on a front porch and the posts are going to have a 1×8 base around the bottom. I am not sure if I should biscuit and glue the miters or prime and caulk them. Anybody have any ideas?

I think you should use Azek (or similar) and glue with Azek glue. The bottom of porch columns are particurally prone to rot but the PVC will last almost forever. You will be doing everyone a favor except home repair guys.
I wouldn't miter a 1x8 in that application. First off, the miters will never stay closed, no matter how well they're reinforced. And if they're being applied over the columns themselves, they'll self-destruct in no time due to the movement of the columns.
Look at it this way: You're asking 4 mitered corners to restrain the columns they're installed over. It just won't work. A better approach is one similar to this...http://www.garymkatz.com/TrimTechniques/column_wrap.html
And as has been suggested, a PVC trim board such a s Azek will hold up very well in this type of installation.
I keep seeing this said, but I have done these and had success.But I agree Azec is a better way to go
