Garage built in ’48 converted to dining room 17 yrs ago. 2×6 sleepers set on concrete with 3/4 ply subfloor. I’m installing a red oak plank floor over the ply subfloor.
When I read about installing a plank floor I am instructed to put down 15 lb felt. However, the latest advice from Fine homebuilding, says “let the floor breath, don’t create a vapor barrier over concrete poured on bare earth.”
Which path should I choose?

So use nothing. only might squeek.Felt will breath plastic won't.
i've heard felt may smell when the sun hits the floor and warms it up.
Felt cant smell. and I have never noticed an oder . If you mention this oder theory to your client . they will smell it.
It can't smell, but it can give off an odor that the people can smell. But it takes a lot more than just sun shining on the floor surface to heat it up to that point.
