you cant use media mail with anything that contains advertising
I think what you want is called bound printed matter call 1 800 ask-usps and they can tell you for sure.
It's not obvious to me that advertising in ten year old magazines is still considered advertising under that rule. In any case, I have both sent and received many issues of FWW and FHB at media mail rates. Whenever a postal clerk has asked me what's in the package, I've answered magazines and never been turned down.

I have received lots of things media mail including tools but that dosen't make it right
from what I understand they are starting to crack down on abuses of media mail

You may be right. In an ambiguous case, their reason for prohibiting advertising might make a difference, but they very conveniently left the reasoning out of their web site.
Consider an extreme case, a bound book containing 200 year old newspapers, complete with advertising? Whatever their reasoning, excluding this book from Media Mail would strike me as a pretty stupid policy. I think a ten year old magazine (or 25 year old, but I don't hink FHB has been publishing that long) is more like that historically interesting book of old newspapers than it is like a current issue magazine tainted with advertising.
In any case, when the clerk asks me what's in the package and I answer honestly, magazines, I think I have discharged my ethical duty. I am not interested in trying to enforce the USPS' regulations against its own clerks.

I also have sold a lot of fw and fh and if memory serves me the bound printed rate was evan less than media and you can insure bound printed and you cant insure media
its been awhile since I sold any but I do have a couple of boxs full I'm gearing up to sell

I don't think I'm trying to be difficult, either, but every now and then I discover I've been trying to fool myself as to what my real motives are, so maybe I am. :o)

Well if that's true, then the issue really is moot.
