Is the filter fabric a person would wrap around a footing drain to keep the silt/sediment from clogging them up the same fabric as used for weed control around a house or trees? The stuff I’ve seen for controlling weeds says nothing about burying it or for use with drain tiles. Has anyone used this for drain tiles? Is there a brand(I) or type I should specify? The home improvement centers in Minnesota I have access to are Me nards & Home Depot.

It's not the same.
The weed block may work, but I doubt that it would pass any inspection. If you are doing this in a situation that doesn't require inspections, for years it was standard practice to top the pea gravel with a 3-4" layer of straw. It would act as a silt filter.
Code has been upgraded since to require the silt fabric.
I can purchase a 3' x 300' roll for $61.00 at a local drain tile distributor.
