I have a leaking dormer. The window is set close to the roof , about 1 inch off the roof. When a storm blows water up the roof it leaks into the bottom of the window. Any sugestions on how to properly flash the bottom of the window.

Thats a really poor design detail that I hate seeing and hate worse to have to flash. What type of window is it? Can the window be raised?
I would probably pull out whatever is there and start fresh. Using Ice shield or EPDM to start and then flashing and counterflashing, maybe even cutting a secondary drip edge into the bottom of the window sill and tucking the counterflashing into it.
You probably have a mess of caulk and/or tar all over it by now from trying to fix the leak. My guess is it wasn't the greatest installation to begin with, so the best bet is a fresh start. It's not going to get any better.
