Quick Question.
I am framing a 1st floor deck with 2×10’s over a full 7’6″ poured concrete basement. The Framing will run perpendicular to the wall that the bulkhead opening is located on. This will require me to run the sill plates over the 4′ bulkhead opening. Some of the joists will sit on this unsupported part of the sill. Is this ok, or should the rim joist be doubled up in this area to carry the load.

If I'm understanding you right, I don't think it is okay for the joists to sit on this unsupported part of the sill. Your idea of doubling the rim might be okay if you use hangers to support the joists, but if they are taking on a good load from other sources, this may not be enough. Can you use a header within the bulkhead opening? I know you'd lose some headroom but if it's just a seldom used access, maybe that's okay?
*Jay, just go ahead and double up the rim joist and hanger the three or four joists that land there. We do this on framing floor systems with basements around here all the time.

*Ditto what Mr Susan said, aside from it carrying a point load or anything like that. Make sure to use joist hangers, and run the header far enough to get a couple inches bearing either end on solid concrete.
