All:
Having a contractor install Vinyl Siding on my rental unit. He had one of his employee’s install the 3M Foam Backing. Did an OK job but there are some gaps on some of the seams.
Should I be taping the seams to create a complete vapor barrier or let it ride?

If there are gaps where two pieces of sideing should meet, but do not, then you should call the contractor back. That is improper installation.
In my opinion, the foam backer is simply an underlyament so that the vinyl lays relatively flat on the uneven surface of the existing siding. The foam is not intended as a vapor barrior. Nor would you want it to be. If so, any moisture exiting the house through the existing siding would become trapped against its surface and you know what would happen then. If the foam serves the purpose of an underlayment, then it doesn't matter, for any practical purposes, how well it fits. IMO.
