I’m in the processing of upgrading my old house. I know that the new building codes usually require any penetration between floors to be sealed. These holes include some plumbing, but mostly electrical wires. What’s the best product for sealing these holes? Foam, firestop caulk or something else? On a related note, how should I go about sealing around electrical boxes?

Fire-stop was required here. For areas too large for the caulk, I used rock wool. All required inspector's approval.
You can use Great Stuff Pro (colored orange) as a fire block. Get yourself a good foam spray gun.
