First try was a Haier(?) from second best buy.
It would run 2-3 minutes and stop for 2-3 min. and run and stop…
took it back and got a Kenmore at sears.
this one I put on a shelf ~5 ft up so it could drain into a trap into DWV plumbing…
but it is doing the same thing as the first.
our basement is definitely damp without it so is it just 2 bad luck chances or a bad setup or are dehumidifers now mostly junk??
BTW both have the “electronic digital controls”
any further suggestions??

What is the tempature in the basement?
I am not sure the about the specific numbers, but "common" dehumidifers will only work down to 60 ro 65.
Do you see any ice?

basement is heated cooler than upstairs but not that muchthe sears/kenmore is supposed to work down to 40∘or 45∘ .

Not enough air flow. Its pulling the humidity out of the air near it and then shutting off. Make sure it can pull in air easily, and maybe vent the output air away from the unit...
Do you have decent airflow around it? If the unit is sucking its own exhaust then it'll short cycle.
