Shock collars?
What is shock collars
He is joking. Shock collars are straps wrapped around the neck of a dog that deliver an electric shock for discipline. He is implying that you should use the collars on the people who keep putting tools on the counter tops.
I'm sorry that I do not know how to remove the scratches. Formica is a hard material and anything you do to the surface will change the shine and make the area look worse.
I thought that maybe, I could use a floor wax to fill the scratches in. And take buffer and buff it lightly.
Fire those #### ers.
You might be able to mask those scratches, but it is doubtful.
Next time, if you're not sure they'd do it, put some cardboard on the counters and tell them in advance to not screw it up.A great place for Information, Comraderie, and a sucker punch.

I think if you go to the Formica web site they have a repair kit listed. Won't work wonders, but can fix some minor dings.
How about you charge them for the counters' replacement?

I'm with you, the sub's need to be held accountable, if they scratch or damage something they need to pony up and replace it.
The finished surface on Formica is literally paper-thin, so any attemp to sand out a scratch will just make it worse.
You can try a product called SeamFil; it's available from your Formica dealer.
It comes in a bunch of colors to match the Formica.
Get the SeamFil solvent, too.
I'd at least charge the subs for your time and materials required to take care of this.
