We bought a fixer upper a few months ago and I spend every spare minute and penny on the old house. It will be probably 4-5 years before we can afford a kitchen renovation. Unfortunately, the kitchen counters are covered with bright orange formica. The color doesn’t bother me because I know in a few years I can replace it during the renovation. But he wife cannot tolerate it even that long so, my question is can you lay new laminate over old laminate as long as the old is still stuck down good?

Yes, no problem as long as the old is still well stuck. Just sand it to take off the shine and give the glue someting to bite into, and have at it.

Yep.
Sand it up really rough, similar to the texture of the back of new high pressure laminate. Probably 60 grit. Then wipe it down with lacquer thinner before applying contact cement.
