I have a problem and wonder if anyone else out there has had the same problem and possibly, a solution.
The house a friend is having built has a gazebo-type tower that raises three stories. The framed house doesn’t sit squarely on the foundation. The mason messed up the layout and the resulting framing overhangs one side of the foundation (8″ block) almost 4″! On the other side, the foundation cap block is exposed 4″.
His problem is how does the builder correct the problem? the foundation is scheduled to be veneered with stone and the walls will be skinned with vinyl siding. How do you align them so they look right?

Did the mason mess up, or did the framer shift the house over 4"? Either way, your friend needs to have a chat with the GC and find out what the plan is to fix the problem - before much more work is done. Three stories may complicate the problem - lol.
It's common for the foundation to not be exactly where it's supposed to be, but sometimes the trades don't work together and it becomes a finger pointing exercise.
Obviously the framers feel the foundation guys screwed up, but they can't just change the dimensions of the house to match a goof, at least not without a good reason and approval from the GC. The fix is usually pretty easy: chop a little here, add a little there, so everything should work out in the end.
