I want to add on a room about 200 square feet to an existing stucco/lath two story house in California. I have a set of the blueprints of the original house was built to, so I pretty much know where everything is underneath the existing stucco/cement. My “add-on” is actually comprised of only two new walls (two exist originally) and a 12/5 roof with cement tile roof. The existing original 6 ft.window will be blown out to become a portal into the new “garden room”.
Question: Can I add my new framing/construction and tie-in on top of the existing stucco? Is this “legal”? Or do I need to remove the stucco down to bare/stud framing where I want to attach to the original house with the new framing? It seems redundant to demo a sound concrete type wall. I approximate that the existing stucco/lath and ply are 1-1 1/4 inches thick.

The best thing to do is give your building official a call. With all the sismic codes you have in Ca. that should be your first step.
Are you going to stucco the addition?
*I've never had a problem with leaving the stucco. You will get a crack at the corner if you saw a straight line or leave the stucco. The only way to avoid this is to break the stucco back to a very rough and irregular edge. I don't see any structural issues since all the fasteners will be mechanical. You will need to strap the top plates at the corner.
