I’ve got a 9/12 gable roof with 2×6 rafters and I’m framing in some non-load-baring walls in the attic. Is it somehow bad to put in the walls when there’s 9 in of snow on the roof so the structure is compressed some? Put in blocking between studs in same condition?

I suppose if you're really worried about it and can't wait til the snow melts that you could approach this like building walls under trusses where you expect the truss to move up and down a bit...
Use truss clips that let the rafter slide up and down above your top plate.
Don't screw the ceiling drywall within a foot of the wall so that if the rafter moves up a bit it won't crack the seam.
