I’m getting ready to paint an indoor freezer, looking for some type of wood filler that will stand up to -20°, or putty

Why wood filler? There are surely much better choices like epoxies. How about JB Weld?
You might also consider bondo [auto body filler].
It sounds like you are painting the inside of the freezer. Either that or you live in a very cold climate and don't heat the indoors. If you are painting the inside, then appearance should not be an issue. Since the inside is undoubtedly plastic just use some solvent based plastic glue to patch the cracks. I assume that the -20 degrees is celsius, since there is no way your freezer will reach -20 farenheit.
