First of all, what does "specially poured" mean? Typically, you'd want to avoid any curing compound in the concrete that would prohibit bonding of the pavers. Another consideration is contamination of the concrete--spilled sodas, oil-based paints, etc. for the same reason as above. Also any cracks in the concrete less than 1/8" in width and difference in elevation. Also, the rougher the surface of the concrete, the better the mechanical bond of the pavers. Avoid the slick trowel finish.
Other than those that concern the concrete, other considerations would include slope for drainage and a non-skid texture for the face of the pavers.
*We were cautioned by our masonry supply that mortar would not adhere to pavers -- perhaps because they are quite smooth.
