We just finished a house and we have had a call back because of frost on the inside of the sheathing in the basement. We have insulated the sill, caucked around the outside and sprayfoamed but there is still frost in a couple of places. When we were building the house we had three days of rain on the deck, and the cellar was pretty wet. The homeowner had us put a sump hole in because he has a shop in the basement. We are looking for any advise to stop the air leakage.

Your problem could be that there is a high level of humidity and it is looking for the coldest place in the basement with the least amount of air circulation which would be your rim joist area. I bet after the house dries out your problem will go away.
