Went to a new home today to check out a problem a homeowner was reporting. Although it was too warm to verify, homeowner is reporting frost/ ice on the interior finish of the drywall apx. 6″ tall 3″ wide by the baseboard and ceiling of an exterior, framed basement wall. The basement is a walkout, with a 2′ concrete return. The frost is reported to be right next to the return where it turns into the wood framing for the walkout wall. I looked outside and did not see any disturbed caulking, or gaps where air could infiltrate. In the storage room also located in the basement, they have batt insulation in the walls, with the standard paper backing.
Any ideas?

Ive told a few people Im just not very good at looking for somthing not there .

I think what Tim Mooney is trying to say is that he doesn't think there's actually insulation in those areas. And I agree. They easily could have skipped insulating a couple of spots, and just drywalled over it.
