I had a frozen pipe in a bumped out outside wall. Iwas wondering if there issome type of plumbing device that backs water back out of the pipes until it is called for again?

Is the pipe in the wall going from one interior space to another while buried in the wall, or is it a pipe penetrating the wall for an outside faucet?

It is going through interior wall in first floor up to an exterior wall that was built out away from actual exterir wall. It froze when the electrician ripped out the insulationplacin outside high hats in place. I got in thereand pushed some insulation in there but still woried. I am looking for some type of feed that prevents the water from hanging in those pipes when not in use.
You could always wrap some electric heat tape around it.

If this is a pipe carrying water for a heating system you might be able to get someone to add some anti-freeze to your system which is a more conventional approach than what you are proposing.
Also PEX tubing has some tolerance to freezing, from what I understand. It'll still freeze, but won't crack - at least not as easily.
