My neighbors garage door was open so I closed it with the button. It closes all the way and then opens again. What is the fix for this? They were gone so I just unlatched the drive and closed it manually. Thanks!

Lots of possibilities but two i have had to deal with at my house were;
My door has safety light across the opening, if the lights have been bumped and are out of alignment the door will act as if something is in the doorway and won't close. If this is th ecase you should be able to realign the door sensors until they both show a green light indicating the beam is complete. if one is yellow and the other not on then the beam is not being received.
Loose connection in the bell wire just above the beam sensors. Installer just twisted them together and they were breaking connection.

It better not be the photo-eyes. If so, this is a very dangerous situation. The OP said he pushed the button (didn't mention if he held it down or not) and the door went all the way down and then back up. If the photo-eyes are blocked, the door won't go down at all. If it does, at worst, some little kid is going to get seriously hurt and at best, you get a nice dent in the top of your car.
Check the ground and the bottom of the door where they meet first, look for ice, rock, etc. Then check the travel to see if it works. Then check the sensitivity, last resort though.

This can be done by hold down the manual control UNTIL THE DOOR CLOSES. It is not unsafe as if you have to hold down you are looking at the door the whole time. But if you use the remote or just "punch" the wall button it won't close or reverse if the obstruction occures after it starts down.Depending on the model some flash the lights when somethin is in the beam and you try and close the door.Loose mount or bad connections can cause it to close and then reverse. On my I had a rope for manually closing the door. One end came loose and it would flop down and block the light when the door was almost closed.Have also heard of stories where strong sun light was directly hiting the receive and overloading he signal. It would only happen in early morning or even and on specific parts of the year. And some one that had a it was cobwebs movoing around.But it can also be the force limit just a hair to low or a loose/damaged track or wheel. The first think to do is to manually operated the door and see if it is balanced and works smoothly.The other thing is that the travel can be asjusted just a hair long and it hits the bottom and things that it needs to still have travel so the force limit reverses it. Even something like a some piece of 1 by on under the door can do this.Or in my case a rake handle..

It's probably overtraveling and triggering the force-sensing reverse. Not uncommon in cold temperatures, between things getting stiffer and frost heaving the threshold slightly.
Probably the "down" travel limit needs adjusting slightly. Trick is figuring out which one of the four that is. (Note that you DON'T want to adjust the force limit setting.)
Of course, this time of year the problem may simply be due to ice buildup on the threshold. Check that first, and check for any other obstruction.
As has been mentioned, check the wire connection at the safety eyes. I repaired one recently that would go up as normal with one push of the button. However, to go down you needed to hold the button until it was just about closed, then release it. If you didn't, it went right back up again. This one had a broken wire at the eye.
The limit is also a possibility. While up, look for a stone stuck to the bottom seal. This was another cause for what you describe.

I was concerned because they have stuff in their garage and they usually keep it closed because of that.
