I’m renovating an apartment that has a formica backsplash behind the sink. the formica was installed before the uppers and counter so it is locked in. The formica behind the faucet is blistered and generally delaminating.
What can I recover the formica with, can I glue new laminate over the old. The laminate is well stuck, could I tile over it after beating it up with a belt sander?

You can for sure re-laminate after getting out your aggressions with some 50 grit--don't have to go down to the brown layer just scuff it good--and dust it well before moving on--the contact glue will hold just fine.
As for tile you outa my league now-can' t help you there.
