I have no experience with this product.
State approvals seem to be limited to Wisconsin. I also not that the set-up time seem a bit longer than the usual stuff. Hard to say without giving it a go.
The health consequences of the normal PVC cement are a concern. I have been in some locations, like at the bottom of deep trenches with a lot of fittings, where the fumes were just short of deadly. I was on a site where a fellow electrician passed out in such a position. We pulled him out and he revived fairly quickly. Could have been much worse.
Routine exposure is also a concern. The fumes and contact can't be good for us. Long term liver and kidney damage can be cumulative. I have seen some advocate using a respirator and chemical resistant gloves. So far I have yet to see anyone use them for more than a few minutes in the field because they are a real PITA.
A safer PVC cement would be welcomed. I'm just not sure this is it. I might try some.
