I have a narrow gangway on the side of the house that is no use to anyone because it is hidden by the neighbor’s fence and shrubs. I need to grade it away from the house, though and am trying to decide on a suitable material that will not promote weed growth. I was thinking of gravel, but is this effective at shedding water away from the house or does the water just filter down through it? Maybe topsoil, filter fabric, then gravel? Any inexpensive, effective ideas would be appreciated.

Stating where you live would help. In these parts (SE WI) weeds thrive in gravel, and don't do well in topsoil, as the grass suffocates them. Some places are the opposite.

Gravel or rock is forever once it's down. If the drainage is not an issue with your neighbor, I'd consider an impermeable membrane with a lighter material on top of it.
