Yes, except for the coloring agent. Unsanded grout is basically cement with a coloring agent. You may also have powdered latex mixed in with it. Im sure every manufacturer has their own double top secret proportions.

*White Portland Cement and extremely fine sand. my GUESS would be 1 to 6.Now days it often contains powdered additive which gives it some of the flexible plasticity of say latex paint.Epoxy grout also contains the fine sand and pigment to be mixed with a 2 part liquid epoxy and used quickly as in look look see see look at the sweat pouring off the tile setters head.Brick grout often contains coarser sand and lime so that sets slower and achieves a bit more flexibility.Some old brick work (and even foundations) used much more lime than cement -- These don't hold up very well but that's another story and I digress.Good Building,Jim Malone
