I am an electician in the northwest of the country. It seems that lately I have been installing more and more gutter heaters because of ice daming on new houses. Is this a problem in the construction and insulation of the house or is this just a normal thing in colder climate?

I'm going with Icynene spray insullation on my exterior walls and across my ceiling joists on the second floor which I hope will create a nice insullated dome affect and prevent any heat loss which will lead to the dreaded ice dam.
