Are we talking Cast iron cores or fin type baseboard hydronic radiators?
Start vacumning, then wash with TSP, rinse well.
If cast - can you take them to someone to sandblast?
If fin type - you are only painting the skins. Take them off and sand to spray.

Cast iron types, in use, on hardwood floors.
I'm thinking of some kind of small brush with a long handle, TSP, and an old boot mat underneath.
An old toilet brush should do it for cleaning, then use it to swat Larry Bobcat in the side of the head.
