hello going to install some halo lights in a couple of rooms that I am finishing. There is a note in the instructions that reads “Note: If luminaire is to be switched from wall switch , make sure that black power supply is connected to the switch. DO NOT connect white supply wire to the switch. These instructions appear to apply only if the circut is ran to the switch first, which then the white wires are spiced instead of connected to the switch, correct?
Confusing and could be very dangerous

The instructions imply some basic knowledge of what you are doing. Essentially the directions say switch the "hot" not the "common".
Yes you are correct that those specific words only apply it "line" goes to the switch first. If power went to the light first then the "white" wire would br considered "hot" even though it should be marked "black" for hot.
You're correct in your assumptions. The hot wire should be switched. In the case where the power goes to the light, then the switch, the white wire coming back from the switch should be recolored to black, because it is a hot wire.
Those sound like pretty normal instructions- they need to be used in conjunction with a foundation of knowledge, or a book with a lot more information about wiring.

"so it goes"
the white wire in the fixture lampholder whip must NOT be connected to any hot .......ever
it is wired to the screw shell of the lamp socket and someone could get a nasty shock when relamping the fixture if their fingers are in the wrong place
