As an off-the-top-of-my-head guess, it's likely due to the differences in legal product description and differences in the legal requirements for "hazards" identification.
I'd be willing to bet (but not to look it up) that there's some differences in what goes under the hardi, and the way it is fastened that are codified into Canadian construction law.
