I’m in the process of installing a subsurface drainage system for my gutters to empty into. I picked up some HDPE pipe at the local big box hardware store but they didn’t know how to glue the fittings together. The pipe is double layered, white on the outside and black like ABS on the inside. I’ve tested it with PVC glue which did nothing.
Anyone have any experience gluing this pipe?

I don't think you glue it at all. It's under no pressure so why? and if it leaks at the joints, it's still in a trench of gravel right?

What's HDPE ?
As far as 4" black corrigated ABS pipe, I see no reason to try to make it waterproof. Mostly snap together is fine for me. If I want to make sure a joint doesn't come apart I install a few short sheet metal screws with my cordless drill. If you really want to glue it, try construction adhesive.
Really though, if you want to install the best possible drain system use 4" or even 6" PVC. That glues up just fine.
High density Poly eythelene..that real slippey stuff that not much sticks to, similar to UHMW ( Ok, Ultra High Molecular Weight, PE)Spheramid Enterprises Architectural Woodworks

So, is it something different then regular old black corrugated pipe? What threw me was he said it was white on the outside.
The black is HDPE, I dunno bout the white outer layer, but I am guessing it's PVC.
I've seen BOTH used as drain line, but not one and the same stick, PVC is Blue/green or white, PE is black corrogated. ABS is ridgid black, and I've not encountered it in a drain trench or downspout connection.Spheramid Enterprises Architectural Woodworks

Here is the spec on this pipe: http://www.ads-pipe.com/pdf/en/Triple_Wall.pdf

That pipe doesn't glue. Just put it together and backfill it without knocking it apart.
Yeah, I dont think you have to glue them together. Maybe, as stated before, put some screws in it just to hold it together till you get it covered if you want but I've never had a problem w/ them coming apart, myself.

Edit:
I don't know if you have read this or not, but I got your link.
It appears to be made to the same seris as the corregated black stuff.
And it use snap fittings. The fittings are not water proof. And for drainage you have any pressure
I don't know if they are compatable to the fittings for the common corregated pipe or not.
Look at ADS site and they should have some more application data and/or information on specific fittings.
The snap lock should hold it. If not a screw or duct tape is will hold it until backfilled.
