Does anyone make a gutter/leaf guard with heat tape built in? Has anyone ever placed heat tape in a half round gutter for the winter?

I haven't, but sounds like a good idea--maybe you should patent it.
Heat tape is a short-term fix. It has a working life of maybe 5 years max. It's also fairly hazardous.
