I am adding a second level to my house (actually a third level since my house is built over a raised garage). I am tying the levels together with a stair tower out front. I framed the first level by building the walls on the floor then lifting up. Everything went fine. My question is….how do you frame out the second and third levels if there is no floor to construct the walls on. The plans only call for a 3 1/4′ wide landing, the rest is for the stair well. Do you build a temporary floor where the stair well is and then build the walls on that? Any suggestions would be greatly appreciated.

Don't need a floor just tack up a plank to support the plates and yer good to go. And watch yer step. Rik.
Ok ARTACOMA'S way is easier. But not safer....like he says watch your step!! But I must admit I've done that way from time to time.
There are probably a few approaches you could take, I think what you've got in mind is probably the easiest. Your temp floor does not have to be anything elaborate. just something that will give you the platform you need to build your walls and strong enough to support you and the walls as you build them. space will be tight so I'm guessing it will most likely be easiest if you build all your wall as at once then stand them at the same time.( build 1st wall, then build subsequent walls right on top.)
